I checked many kitchen racks (both online and in local stores) and all that I checked physically were attracted by magnet. So, not stainless steel as advertised. Prices are almost same. Do you have a recommendation on top quality finish , perfect stability and easy assembling? Whatever I saw so far are not value for money.

Steel racks and all similar hardware items are too costly online. They have to be purchased from local stores.
If you buy online, you will have to do the assembling yourself.
Assembling instructions are generally provided when you buy online. Many also provide a screw driver and you will not need any other tool for assembling.
Still I agree to what others have said. Go get it from local shop if the design is right. Build quality is usually good when you buy locally.
